"Twelfth Five-Year" Mid-term: Green Wool Textile to Achieve Steady Development

A few days ago, Peng Yanli, president of the China Wool Textile Industry Association, said in an interview that the mid-term planning goals of the wool textile industry have been achieved well, the technical level and independent innovation capabilities have been greatly improved, the construction of independent brands has been accelerated, and energy conservation and emission reduction targets have been completed as planned.

Since the "Twelfth Five-Year Plan", the overall operation quality of the wool textile industry has been steadily improved. Data show that in 2012, 1149 wool textile and dyeing and finishing enterprises above scale (main business income of 20 million yuan) completed a total industrial output value of 204.5 billion yuan, an increase of 9.7 percent over the same period last year, an increase of 23 percent over 1469 enterprises above scale (main business income of 5 million yuan or more) in 2010, an average annual growth of 11 percent, and a main business income of 201.4 billion yuan, an increase of 8.3 percent over the same period last year and an average annual growth of 11 percent. The output of wool yarn and woolen cloth increased by 3.1 and 1.4 respectively, and the processing volume of wool was basically stable. The demonstration and leading role of the independent innovation ability of backbone enterprises is more prominent, and the labor productivity of wool textile and dyeing and finishing enterprises above scale has increased by 14% annually; the acceleration of investment growth in western wool textile construction has led to the pace of regional structural adjustment, cashmere processing The main characteristic industry has become the focus of development; enterprises pay more attention to energy conservation and emission reduction, and the comprehensive energy consumption, water consumption and total wastewater discharge of the wool textile industry have decreased.

The achievements of the wool textile industry have benefited from the escort of a series of innovative measures. One is to strengthen technological innovation; the other is to improve the standard system; the third is to strictly control quality management; the fourth is to strengthen energy conservation and emission reduction. In the case of high production and operation costs and increasingly fierce market competition, wool textile enterprises have ensured the steady development of the wool textile industry by strengthening management, adjusting structure and reducing costs.

According to Peng Yanli, during the "Twelfth Five-Year Plan" period, the wool textile industry has also encountered some problems in its steady development, such as high wool prices, rising overall costs, increasing environmental pressure, and tight funds. These problems are difficult to alleviate in the short term. To this end, Peng Yanli proposed that the wool textile industry should continue to make efforts in reducing the tax burden of enterprises, increasing technological progress, creating independent brands, and strengthening the construction of human resources.

Since the "Twelfth Five-Year Plan", wool textile companies have paid more attention to energy conservation and emission reduction, and some places have also formulated relevant standards to provide a basis for energy conservation and consumption reduction for enterprises. Peng Yanli emphasized that in the later period of the "Twelfth Five-Year Plan" period, energy conservation, emission reduction, and environmental protection have a long way to go. It is necessary to strengthen energy conservation and emission reduction management, do a good job in energy conservation and emission reduction transformation of existing equipment, promote advanced enterprise experience, set a model, and improve the overall energy conservation and emission reduction management level of the industry.
