The downstream product with the largest amount of PX is fiber. Duan Xiaoping, president of the China Chemical Fiber Industry Association, told China Economic Weekly that in the textile industry, chemical fiber accounts for 80% of its total fiber processing. In chemical fiber, 80% is polyester made of PTA, and PTA uses PX as raw material-thus, PX has more than 60% influence on textile raw materials.

No PX, okay?

Over-reliance on imports will threaten industrial security, and imports should be controlled within 30%

In recent years, PX projects have been stranded due to protests in many places across the country. In addition to investors' interest, downstream users are more anxious.

What if there is no PX? Can PX only rely on imports?

Nowadays, China's steel, cement, electrolytic aluminum and other industries are facing the problem of overcapacity. Cao Xianghong, an academician of the Chinese Academy of Engineering, said that refining capacity is now surplus, and many downstream chemical products are also surplus. Only PX capacity is not surplus, and it is in short supply, relying heavily on imports.

Cao Xianghong introduced that in 2013, my country consumed a total of 16.46 million tons of PX, of which 7.59 million tons were produced by itself and 8.87 million tons were imported. The import dependence reached 53.9 percent, increasing year by year.

Duan Xiaoping pointed out that in terms of PX import dependence, the number he has far exceeds the data given by the chemical industry, which has exceeded 60% in 2013. If there are no new projects, the import dependence in 2014 will exceed 65%, because the chemical fiber industry is using more and more PX, while there are only a few PX projects in China.

China's technology level is the third in the world

The biggest use of PX is in the textile industry. Duan Xiaoping said that at present, chemical fiber can replace all traditional natural fibers, but because of the concept and habit of consumption, it depends on whether people are willing to choose-any cotton or silk, wool or hemp products can find substitutes in chemical fiber, but no natural fiber can completely replace polyester fiber. Chemical fiber occupies more than half of the country in clothing, home textile and other fields. In addition, because it has special properties such as high strength, flame retardant, and fatigue resistance, it is also useful in industries called "industrial textiles" such as building materials, geotextiles, and medical and sanitary materials.

Duan Xiaoping said that PX is irreplaceable in both volume and performance.

Some people think that PX is a backward technology. Cao Xianghong said that this is a wrong understanding. PX technology itself is advanced, and China's technical level in this field is also advanced: it is currently the third in the world, the first is the United States, and the second is France.

According to Cao Xianghong, after more than 20 years of long-term research, China finally solved a difficult problem of PX technology not long ago: PX has three isomers, and it is necessary to make a ball with very small particles to separate the three isomers. The technical difficulty is very great. After the breakthrough, we have mastered a full set of technology and realized localization. The 600000-ton PX plant that has been built in Hainan is the first project built by China's independent technology, and its technical indicators are higher than the international level.

Dependence on imports threatens industrial security

Cao Xianghong said that at present, many countries are producing PX to meet the needs of the downstream industrial chain. The production capacity of the United States is mainly concentrated in the Houston area, producing 4.3 million tons a year, while Japan produced 3.9 million tons last year, compared with 6.18 million tons in South Korea.

China is the largest textile country in the world, and the demand for PX is growing rapidly due to the large demand for fiber. However, in all parts of China, the process of new PX projects is slow, often with twists and turns, and they are stranded due to public resistance. This gives South Korea an opportunity to rapidly expand production capacity: in 2014, there are South Korea three sets of PX units to be put into production, 1 million tons, 1.3 million tons and 2.3 million tons respectively. According to the construction situation, the South Korea PX production capacity can be increased to 10.5 million tons by 2017.

What will happen if we rely on imports? First of all, China will lose pricing power-upstream raw materials are controlled by others, and the price is completely determined by others. What we can do is to increase the prices of downstream products such as PTA and PET, and pass them on to the end products in sequence. The price of PX finished products worn by ordinary people will rise, affecting the interests of consumers. Secondly, what is more serious is that industrial security is affected-dependent on imports. If the other party stops supplying one day, we will be at a loss. Duan Xiaoping said that this is the same reason that food and energy cannot be excessively dependent on imports.

Because chemical fiber can fully replace natural fiber, the development of chemical fiber industry can alleviate the contradiction of "grain and cotton land. Cao Xianghong once again introduced by calculation: 1 ton of PX can produce 1.77 tons of polyester fiber; if cotton is planted, 380~400kg of seed cotton can be produced in 1 mu of land; if seed cotton is processed into lint, 135~140kg of lint can be produced in 1 mu of land; One ton of PX is equivalent to 12 mu of fiber. If you don't go to the PX project, use cotton to fill this demand, 1 million tons of PX project is equivalent to 12 million acres of land... People are worried about the PX production process will produce pollution, but in the process of planting cotton to use chemical fertilizers, pesticides, still will pollute the soil and water......

Duan Xiaoping told China Economic Weekly that from the user's point of view, he believes that it is safer for the industry to control PX imports within 30%. Considering that China's dependence on foreign resources is relatively high and the upstream of contact is crude oil refining and chemical enterprises, it is unrealistic to solve 100 by itself and does not conform to the principle of international allocation of resources after joining the WTO.

"The current contradiction is mainly the public's worry. People talk about chemical industry discoloration, which is completely different from the situation in foreign countries." Duan Xiaoping believes that to solve this problem, on the one hand, the project must do a good job in environmental assessment and other tasks from the planning stage. The government strictly controls and discloses information. After that, safety and emissions must be strictly monitored in the production process. On the other hand, the approval of the PX project should be further liberalized to allow more private enterprises to enter. Now only refining and chemical enterprises can do it, and refining and chemical enterprises are basically state-owned enterprises, in the eyes of the people, state-owned enterprises and the government are one family. The government's role as both a referee and an athlete will certainly affect its prestige. We should let go of qualified private enterprises, especially those with large PTA production capacity, and allow them to enter PX projects, which will make the government more objective.
