Steady growth: policy reserves are abundant
The CICC research report predicts that the 2015 GDP growth target will be lowered to about 7%, and the CPI and M2 targets will also be lowered to 3% and 12% respectively, but the new urban employment target may still be set at 10 million. The downward adjustment of the GDP growth target does not mean that the government hopes that the growth rate will continue to decline, but that 7% will be regarded as the lower limit of employment protection this year under the current situation of weak growth momentum and possible deterioration of employment. At the same time, it shows that the government intends to downplay the economic growth target and guide local governments to stop pursuing economic growth unilaterally, hoping to make significant progress in structural adjustment and promoting reform. CICC expects real GDP growth of 7.3 per cent in 2015.
Top-level design: regional development will speed up
In terms of regional development, top-level plans such as the "Belt and Road", the coordinated development of Beijing-Tianjin-Hebei, and the Yangtze River Economic Belt are expected to appear after the two sessions.
The National Development and Reform Commission made it clear that in 2015, it will step up efforts to study and formulate guidance on the implementation of regional development strategies to promote coordinated regional development, and promote the introduction of the "Regional Planning Management Measures." In addition to vigorously implementing regional strategies such as the development of the western region, the revitalization of the northeast, the rise of the central region, and the first transformation and upgrading in the east, it will also solidly promote the implementation of major national strategies such as the "Belt and Road", the coordinated development of Beijing-Tianjin-Hebei, and the Yangtze River Economic Belt. Specifically, we should firmly implement the key work and key projects of "Belt and Road Initiative" construction in 2015, take infrastructure interconnection as a breakthrough, strive to promote investment and trade facilitation, and speed up the construction of strong investment and financing channel support; fully implement the outline of the Beijing-Tianjin-Hebei coordinated development plan, and establish and improve the planning and policy system. We will take the lead in making new progress in the three key areas of transportation integration, ecological and environmental protection, and industrial upgrading and transfer, steadily promote the dredging of Beijing's non-capital functions, and work out the outline of the development plan for the Yangtze River Economic Belt. We will speed up the implementation of major projects such as transportation, industry, and environmental protection.
In addition, the construction of the free trade zone, which plays an important role in building a new pattern of opening up to the outside world, is expected to accelerate.
Ecological environmental protection: industrial development has potential
Haitong Securities Research Report stated that this year is the first year of the implementation of the newly revised environmental protection law and the final year of the "Twelfth Five-Year" energy conservation and emission reduction plan. Judging from the relevant statements in the work reports of local governments, the environmental protection efforts of local governments may only increase, and it will also be imperative to control environmental pollution through energy conservation and emission reduction, which will help to achieve "growth deceleration but quality improvement".
Judging from the topics of the local two sessions, environmental governance such as air pollution control, water pollution control, and soil pollution control is still one of the key tasks this year. After the publication of the Air Pollution Prevention and Control Action Plan, the Water Pollution Prevention and Control Action Plan is expected to be unveiled.
