Recently, the Ministry of Industry and Information Technology issued a notice to make requirements for the formulation of the elimination target plan for 2015 and the "13th Five-Year Plan" period. The Ministry of Industry and Information Technology requires that efforts should be made to innovate working ideas and methods: first, to continue to eliminate backward production capacity defined in the existing catalogue; second, to eliminate backward production capacity that does not meet environmental protection and energy consumption standards; and third, to promote structural adjustment and speed up the withdrawal of excess capacity. The Ministry of Industry and Information Technology requires that in accordance with the task of eliminating backward production capacity during the "Twelfth Five-Year Plan", 15 key industries such as tanning, papermaking, printing and dyeing will be formulated in 2015. In addition, it is necessary to combine the implementation of environmental protection, energy consumption and other standards and the advancement of structural adjustments to formulate key industries, especially the "13th Five-Year Plan" elimination targets for tanning, papermaking, printing and dyeing industries involved in the resolution of overcapacity contradictions and air pollution prevention and control, and Phased targets for 2017.

Printing and dyeing is a production link with high pollution emission, energy consumption and water consumption in the textile industry, and printing and dyeing enterprises are mostly concentrated in the densely populated eastern coastal areas. In order to improve the overall level of the textile industry, at the same time, improve and reduce the pollution caused by the use of backward equipment to the urban environment, China's printing and dyeing enterprises urgently need to eliminate backward production capacity. Eliminating backward production capacity means eliminating backward printing and dyeing equipment. In this process, what opportunities and challenges will it bring to China's printing and dyeing industry?

Eliminate backwardness and promote high-end process

Li Yi, vice president of the China Textile Machinery and equipment Industry Association, said: "the elimination of backward production capacity in the printing and dyeing industry will create a greater market space for advanced equipment, prompting many domestic low-end equipment manufacturers to adjust the product structure, and ultimately accelerate the development of the entire printing and dyeing industry." Li Yi pointed out that compared with the previous printing and dyeing equipment, the equipment with more advanced performance, energy saving and environmental protection has become the mainstream of the market. For example, dyeing equipment pays more attention to the low bath ratio, and the air flow dyeing machine will be more popular. After finishing equipment is more intelligent, such as online fault diagnosis and online control, can accurately weigh, distribute additives and other raw materials, and effectively reduce the equipment failure rate, for users to achieve uninterrupted production to provide protection. In addition, the use of advanced printing and dyeing equipment also urges enterprises to pay more attention to the improvement of production links and processes, and enterprises should look at energy-saving and environmental protection characteristics from the perspective of the entire production process to realize the green production of the entire industrial chain.

Bao Dequan, general manager of Jiangsu SEG Textile Machinery Co., Ltd., believes that eliminating backward printing and dyeing production capacity is a favorable policy for China's printing and dyeing industry. He said: "for many enterprises, eliminating backward production capacity can avoid vicious competition in the market, effectively solve the problem of insufficient orders, protect the interests of high-quality enterprises and improve their profitability. At the same time, it can also change the low-end image of China in the global printing and dyeing industry, which has always been dominated by low price and volume, so as to promote enterprises to rapidly transform and upgrade, innovate through the old and bring forth the new, attach importance to R & D and innovation ability, increase a variety of products to meet the market demand, and embark on the development road of green industry."

It is a challenge and a need for development.

The elimination of backward production capacity for printing and dyeing equipment manufacturers to bring high-end, green development opportunities at the same time, will inevitably bring many challenges to many low-end SMEs. Xu Jiaming, general manager of Fujian Jinjiang Juwang Printing and dyeing Machinery Co., Ltd., said: "the elimination of backward production capacity promotes enterprises to pay more attention to product performance, but it will certainly lead to polarization among printing and dyeing enterprises and equipment manufacturers." He believes that powerful large-scale enterprises will continue to develop advanced, environmentally friendly and energy-saving new products; the increase in the cost of domestic production equipment will inevitably accelerate the transfer of low-end industries to Southeast Asian countries and regions, and many small and medium-sized enterprises that take the low-end route will also Must face the situation of closing down if it cannot continue to operate.

However, rather than the passive transformation of enterprises brought about by the elimination of backward production capacity, Chu Jian'an, chairman of Xi'an Degao mechanical and electrical group, believes that improving the equipment level is the inevitable way for the sustainable development of enterprises. Now the domestic equipment user enterprises are not like many years ago, in order to save costs to choose semi-automatic or even manual equipment, domestic textile production enterprises are currently more faced with the dilemma of not being able to recruit people. Some enterprises have sufficient orders but not enough workers, and the production line cannot be started. Chu Jian'an said: "This situation makes textile enterprises have to use more computer operations to reduce manual labor, thereby reducing production costs. This also prompted equipment manufacturers products must be updated to achieve automation, energy saving, otherwise, even if not because of backward production capacity and be eliminated, they also face the fate of being eliminated in the future development." In addition, the transfer of global middle and low-end industries to Southeast Asian countries and other countries and regions will inevitably make the domestic middle and low-end roads more and more difficult. Therefore, the national policy to eliminate backward production capacity is an expedient measure to help enterprises develop in a short period of time. The long-term plan inevitably requires enterprises to improve product competitiveness and consciously embark on a high-end development path.

Small and medium-sized enterprises cope with competition in many ways

From the perspective of market competition, large enterprises with strong strength seem to be able to develop better. At the same time, due to the cost advantage of products, they can even monopolize the market, while small and medium-sized enterprises are relatively difficult. However, Li Yi believes that in the current market environment, small and medium-sized enterprises may be able to achieve better development. It is obviously not a favorable way to fight production capacity and technology. Small and medium-sized enterprises can cooperate with large enterprises by developing some new products demanded by the market, such as the digital monitoring technology of continuous printing and dyeing equipment.

At the same time, Chu Jian'an believes that while insisting on R & D investment and technological transformation, enterprises must also strive to break through the "ceiling" of enterprise development ". He pointed out that Xi'an Degao Electromechanical Group is not blindly expanding its production capacity. The company's development plan for the next five years is to provide technical services and achieve a result of 1:1 with product sales revenue. The company will start with the concept of establishing a 4S shop for equipment, providing product accessories, regular maintenance services, and post-transformation services for different equipment companies, and can even develop into an equipment leasing company in the later stage; in addition, the company can also use this as a platform for professional and technical personnel Training, and by integrating the best technicians, provide the most advanced technology for different companies. Expand your company's business with good services and use Internet thinking and tools to save more business money.

To social responsibility also need to strengthen supervision

Finally, under the national policy of eliminating backward production capacity, whether enterprises can really implement the elimination of backward production capacity is very important for industrial development and environmental protection.

Li Yi believes that some phenomena must be avoided in the process of eliminating backwardness. For example, individual enterprises do not eliminate them, but transfer backward production capacity to areas where relevant policies are not strict to continue production. Only by dispelling the fluke mentality and improving their sense of social responsibility can enterprises really put an end to this phenomenon. Bao Dequan also pointed out that while enterprises establish the concept of green production, government departments should also strengthen supervision, put an end to enterprises' "guerrilla" and "stealing emissions", and truly strengthen and standardize their determination to eliminate backward production capacity.
